Step 1:

I am having a similar issue. It says 'Scanning for Viruses', finishes the scan, waits for a few seconds, and then nothing. I have signed out of both of my google accounts, restarted, and signed back into the affected google account only. I can download from this account on my phone and from my other google account.
Right-click Download anyway and click Inspect

Add the “https://drive.google.com” before “/uc?”
